New Hampshire reaches civil rights settlement with neo-Nazi group leader

The New Hampshire Attorney General’s Office has finalized a civil rights decree targeting a neo-Nazi organization after a discrimination investigation that began in 2023.

Attorney General John Formella said Thursday that his office secured an agreement with Christopher Hood, the leader of Nationalist Social Clup-131, also known as NSC-131. The group has been identified as neo-Nazi and is not based in New Hampshire.

Under the decree, Hood admitted to violating the state’s anti-discrimination law. He and the organization are now barred from engaging in unlawful discriminatory conduct, including any future acts motivated by hate or bias.

The case stemmed from an incident outside the Teatotaller Café in Concord, now called Totally Tea + Coffee, where a drag queen story event was taking place. Investigators said members of the group were seen outside the business in 2023, banging on windows, shouting slurs and making Nazi salutes.

Hood was also ordered to pay a $10,000 fine, the maximum allowed under state law, and complete 250 hours of community service at a state-approved organization. If he follows the terms of the agreement, the state will suspend $7,500 of the penalty.

Formella said the decree is intended both as enforcement and as a warning to others, noting that the office’s actions appeared to coincide with a halt in the group’s activities. He also said not every member has been identified, but the order applies to the group as a whole.
